Multi-beneficiary statistical cooperation programme IPA 2019

Description: The project’s main objectives are:

National project of Statistics Sweden and SSO "Increased availability and use of official statistics in the Republic of North Macedonia"

Duration: 01.02.2020 – 30.06.2023

Description:

Development goal of the project is to increase the trust among users of statistical data in the Republic of North Macedonia,

Project goal is increased availability and use of official statistics in the Republic of North Macedonia.

 

The project contains the following components:

Component 1 - Improved statistical production process efficiency.

- Improving the efficiency of the statistical production process by developing a modernized framework for planning and monitoring.

- Development of a reporting format based on the planning framework.

 

Component 2 - Improved range and quality of statistical production

- Support SSO in the development of the Service Producer Price Index and the Employment Register.

- Development of social and economic statistics using administrative data.

 

Component 3 - Improved communication

- Support SSO in improving interaction with data users through:

o Developing a Communication Strategy (external communication)

o Developing a Social Media Strategy

o Developing an internal communication strategy

o Redesign of the website of the SSO

 

Component 4 - Improved efficiency of human resource management

- Improvement of the situation with human resources in the SSO and increased motivation among employees.

- Development of training material for new hires.

- Training of trainers (young colleagues from the subject-matter departments and from the departments for supporting the work process).

- Training of senior management (management and heads of departments).

- Training of middle management (heads of departments).

- Conducting a staff satisfaction survey.

- Increased knowledge about workplace efficiency.</p>

National Programme IPA 2017

Improving the Production and Dissemination of Statistics Project

On 29.03.2019, at the EU InfoCentre, Launch event was held to mark the official start of the EU Funded project "Improving the Production and Dissemination of Statistics".

The project aims to improve the quality and availability of statistical data in the Republic of North Macedonia and enhance their use in development and coordination of public policies.

During the next three years, the State Statistical Office of the Republic of North Macedonia will receive technical assistance, consultancy support and advice in their way to adapt to the best practices and requirements EU Statistics acquis. The target group of the project also includes the other official statistics producers like the National Bank and the Ministry of Finance, the data provides and the users of official statistics.

The project has 4 components:
-Component 1: Further alignment with the EU standards in the field of macro-economic statistics 
-Component 2: Further alignment with EU standards in the field of business statistics
-Component 3: Further alignment with EU standards in the field of social statistics
-Component 4: Further improved Information and Communication Technology (ICT) infrastructure.

The Launch event was attended by the directors of the NSI Bulgaria and the SSO of the Republic of North Macedonia, representatives of the EU Delegation to the Republic of North Macedonia and the Public Administration of the Republic of North Macedonia and the institutions that constitute the statistical system in the country.

During the presentations and discussions it was stressed in many occasions the importance and significance of the improvement of the statistical system of the Republic of North Macedonia in accordance to the EU acquis, not only because it is a perquisite to start negotiations on other important chapters of the EU Acquis, but also because it supports better public policy decision-making based on solid evidence.

The Project is funded by the European Union under the IPA II 2017 Programme. It is for three years and will finish in February 2022. The budget is 1 648 500 EUR.

Regional project - SME innovation capacity boost
 
 The project, which started on 1 August 2017 and will last 24 months or until 31 July 2019, is part of the INTERREG Transnational Programme "Balkan-Mediterranean 2014-2020". It is a regional project involving statistical institutes and non-governmental organisations from the countries of the region: the Republic of Macedonia, Bulgaria, Albania, Greece and Cyprus. Within this project, the State Statistical Office aims to conduct a survey on innovation, and the obtained statistics will be used for the needs of the project.
The objective of this Project is to boost the transnational innovation capacity of small and medium-sized enterprises, and to support them to form sustainable networks and innovative clusters with other small and medium-sized enterprises from the Balkan-Mediterranean region in order to exchange knowledge and develop innovation through finding partners and providing small and medium enterprises with relevant data, tools and systems.

Project "Tailor-Made Software Development and Data Warehouse for Economic Statistics"

The project started on 12 January 2018 and will last 22 months, i.e. by 11 November 2019 and is fully funded by the IPA 2013 National Programme.
On 27 March 2018, at 1:00 p.m., in the premises of the Info Centre of the EU Delegation in Skopje, the start of the EU-funded project "Tailor-Made Software Development and Data Warehouse for Economic Statistics" was formalised by the contractor Comtrade System Integration - Belgrade in consortium with Dynamic Consulting - Skopje.
The main goal of this project is to improve the IT capabilities of the State Statistical Office in preparing the national accounts in accordance with ESA 2010. This will be achieved through the development and deployment of the database system in the preparation of micro-economic statistics.
The focus of this project is the building of NAIMS (National Accounts Information Management System) using best practices from other EU statistics as well as international standards and recommendations.
The goal is to create a new NAIMS system that is in line with the ESA 2010 framework as a modern web-based system.

 
 
IPA 2012 National program
 
The 16-months Twinning project funded by European Union “Support to the State Statistical Office for capacity building and improving compliance of statistics (MK 12 IPA ST 01 16)” started on the 17th of October 2016.

The project is implemented jointly by Istat (Italian National Institute of Statistics), SURS (Statistical Office of the Republic of Slovenia) and MIPA (Consortium for the development of methodologies and innovations in public administrations) as ad-hoc Mandated Body.

The aim of the project is to enhance the capacity of SSO to further improve compliance with EU acquis in the three main pillars of the National Statistical System:
  • National Accounts
  • Economic Statistics
  • Social Statistics
As for all Twinning projects, the project brings together public sector expertise from EU Member States and beneficiary countries with the aim of achieving concrete mandatory operational results through peer to peer activities. SSO, Istat, SURS and MIPA will have to jointly achieve the following mandatory results:
  • Implementation of ESA (European System of Accounts) 2010
  • Improvement of Business Statistics
  • Improvement of Research and Development statistics, Labour Market statistics and SILC (Statistics on income and living conditions)

Description: The main objectives of this Project are:
 
 
- To take further the process of progressively integrating the State Statistical Office (SSO) of the Republic of Macedonia into the European Statistical System (ESS) by strengthening the SSO and its co-ordinating role in the statistical system of the country;
 
- To continue to support sustainable capacity building of the SSO for enabling it to better meet the needs of customers by providing data that are accurate, reliable, timely and compiled in full compliance with the acquis;

Description: The objective of this project is to improve the decision making process by governmental institutions, business sector and citizens in the country through producing exaustive and comparable statistical data in accordance to EU and international standards, in order to further improve democracy and market-oriented economy. The project’s function is to improve the capacity of the State Statistical Office for better harmonisation with the legislation of the EU in the area of statistics focusing on national accounts, economic statistics and social statistics.

Description: Improve the quality of statistical information and reinforce confidence in methods and professionalism, thus providing policy makers and the international community with unquestioned statistical data. Continue the process of progressively integrating the State Statistical Office into the European Statistical System (ESS) and continue to support sustainable capacity building.
 
Planned activities have been completed for all seven pilot projects (foreign trade statistics, Harmonized Index of Consumer Prices, purchasing power parity statistics, national accounts statistics, Labour Force Survey, agromonetary statistics and energy statistics), and final reports have been submitted to Eurostat for each of the pilot projects. Description: The project addresses four priority areas for technical assistance that need further development and one for supply contract. The results expected are:
-          development of a quality system for all processes in the production of statistics
-          further harmonized national accounts and other monetary and financial statistics
-          improved business statistics
-          improved social statistics

Duration: 30.6.2006-28.6.2008
Description: The project assisted SSO in capacity building, harmonisation of national accounts to meet EU standards, improvement of the statistical programme, with a focus on business and social statistics, strengthening the capacity of the information and communication technology (ICT) of the SSO, strengthening the performance and quality monitoring practices in the SSO, enhancing the overall consultation, cooperation and communication strategy of the SSO vis-à-vis public stakeholders, the end-users and the media.
 
Regional CARDS Programme 2001

Description: The programme covered 3 pilot projects: purchasing power parities, external trade and business statistics. This programme also delivered training to the SSO in the form of experts’ missions to SSO, participating in seminars, international meetings and Eurostat working groups.
 
 
2003 CARDS Regional Programme on Statistics
 
Project funded by the European Commission
Duration: 14.07.2006- 13.03.2008
Description: this programme started in July 2006 and ended in March 2008. It covered: pilot projects in the areas of purchasing power parities, external trade statistics, migration statistics and labour market statistics, as well as transfer of know-how by training, traineeships, study trips, consultations and participation in Eurostat working groups.
 
 
IPA 2007 Multi-beneficiary statistical cooperation programme
 
Project funded by the European Union
Duration: July 2008 – March 2010
Description: The project was a horizontal one, with an objective to upgrade and strengthen the statistical systems in the beneficiary countries, thereby improving the availability, quality, comparability and timeliness of statistical data to be achieved through implementation of the seven sector pilot projects: external trade statistics, price statistics- Harmonised Index of Consumer Prices (HICP) and Purchasing Power parities (PPPs), national accounts, preparation of the population and housing censuses 2011, preparation of agricultural censuses or farm structure and transmission of statistical data.
 
Satellite accounts for cooperatives and mutuals
 
Project co-funded by the European Union
Duration: 03.2010 – 12.2010
Description: As a result of the project, a separate publication was produced which will be of interest to the subject-matter staff the Office, because it contains the methodological bases and the data sources for preparation of satellite accounts for the cooperatives. The acquired knowledge from the work on the project is a good foundation for further planning of the activities for increasing the data fund about these cooperatives and for cooperation with other institutions.
