Methodological explanation for the news release:


Waste by section of economic activity


Data presented in the release are obtained through the statistical survey on waste by sections of economic activity. (National classification of economic activities, NACE Rev.2) carried out according to the of the Law on State Statistics ("Official Gazette of RM" 54/97, 21/07, 51/2011 and 104/13) and the Programme of Statistical Surveys 2013-2017 ("Official Gazette of RM" 20/13 and 24/14).

The survey periodicity is biennial. In 2013 the survey covered business entities from all sections of economic activity. The survey is compiled with the Waste Management Law ("Official Gazette of RM" 68/2004 and 71/2004) and List of waste types ("Official Gazette of RM" 100/2005) prescribed by the Ministry of Environment and Physical Planning, as well as with the Regulation 2150/2002 on waste statistics of European Parliament.

Reporting units are all active business entities/local units registered with main activity in the sections of economic activity according to the NACE Rev.2, that have 10 and more employees.

On the basis of the completed questionnaires data on the total quantity of generated waste, stored waste, the quantity of waste received from other physical and legal persons from the country and abroad, the quantity of delivered waste from other physical and legal persons in the country and abroad, as well as the quantity of recovered and disposed waste are obtained. The data on recovered and disposed waste are in accordance with waste treatment operations (R) and disposal operations (D), provided by the Waste Management Law. Also the data on hazardous and non-hazardous waste are obtained.

Reports are based on record and documentation of the reporting units.

In the release data are presented for the waste types classified according to the List of waste at the group level (20), both non-hazardous and hazardous, based on the source of generation and characteristics.

Definitions

Waste is any substance or object, which the producer or the person in possession of it, discards or intends or is required to discard.

Hazardous waste is waste containing substances which possess one or more of the following properties: explosivity, reactivity, ignitability, irritability, toxicity, infectivity, carcinogenicity, mutagenicity, toxicity for reproduction, ecotoxicity and substances which releases toxic gases in contact with water, air or acid, established in accordance with the Waste management Law or other regulation, including any other waste mixed with the hazardous waste.

Non-hazardous waste is waste, which not possess the characteristics of hazardous waste.

Storage is organized activity for storage of generated waste into facilities, which meet the provided conditions, for the period less than three years, if the storage waste is intended for treatment and recovery, or for the period less than one year, if the waste is intended for disposal.

Waste recovery are the operations (with mark R) which objective is usage of usable substances and ingredients, and cover treatments for re-usage of waste, for recycling, and for usage of waste as source for energy, excluding the waste incineration intended for its final disposal.

Note: According to the EU Regulation, waste recycled at the site of waste generation is not treated, as generated waste i.e. the amount of this waste is not included in the total amount of generated waste.

Waste disposal are the operations (with mark D), which provide final solution for the waste that cannot be re-used or recovered, and the environment, life and health of people are not threaten.
