Methodological explanation for the news release:


Physical energy flow accounts


The purpose of publishing data on energy accounts (PEFA) is to present the data of physical energy flow accounts, flowing from the environment to the economy, within the economy and from the economy back to the environment. Key statistics are produced (supplied) and consumed (used) energy. Those statistics are e.g. produced energy in mining and quarrying, consumed energy in manufacturing, etc.

Unit described by the published data

The unit described by the published data is energy produced and consumed in business entities and households, which are part of the energy flow as producers, processors or end-users. Production, processing and consumption (end-use) are observed in relation to the NACE classification activities and households. Data are expressed in Tera joules (TJ).

Observation unit

The observation units are business entities and households that are included in the energy flow as producers, processors or final consumers of energy. Energy production, processing and consumption are observed according to the NACE Rev. 2 activities. Households are also taken into account.

The selection of observation units is complete; i.e. all activities (divided by NACE classification) and households included in energy flow are covered, based on the residence principle. This means that data cover all energy flows which occur on the national territory or abroad within activities of Slovenian business units (e.g. tourism, transportation companies).

Sources and methods of data collection

Data are collected annually. Data are obtained from other energy statistics surveys (5  joint questionnaires IEA/Eurostat-UNECE) which are annually reported to Eurostat. Primary source for Joint Questionnaires are surveys in the field of energy statistics, which include data on:

  • electricity and heating;
  • natural gas;
  • oil;
  • renewables and wastes;
  • coal.

Data from national accounts (input-output tables, SUT tables – with data on energy products), Balance of payments (BOP), Household budget Survey, transport and tourism statistics (necessary for applying the residence principle).

Publishing of preliminary and final data

            The PEFA survey data are revised every year The revision is necessary due to changes (revisions) of data in data sources, especially in the joint questionnaires for energy statistics and in the supply-use tables.

            Data revision is being performed for the whole time series.

Definitions

Energy Accounts are satellite environmental-economic accounts providing additional energy information. They represent a framework of organizing energy related statistical information for analyses of the economic role of energy, relations between energy activities and the environment.

Physical Energy Flow Accounts are the first accounts in the system of energy accounts showing the data on energy flows from the environment into the economy, within the economy and back to the environment. Physical flows are recorded in physical measurement units. The energy flows recorded in PEFA are measured by their energy content (calorific value in joule). For uniform presentation and to facilitate comparability, the units are calculated to TJ.

Energy Supply and Use table – enable -with the reorganization of energy data by energy flows and the presentation of energy value – the link with monetary data of the national accounts system at the next level of presenting energy accounts as a whole.

Energy Flows in energy accounts are resource (natural input) flows, product flows and residual flows.

Net domestic energy use includes energy consumption of the energy sector, losses in energy distribution and transformation, final energy consumption by end users and statistical differences, while respecting the residence principle.
