The need for preparation of a Quality Strategy of the State Statistical Office (SSO) results from the Strategic Plan of the State Statistical Office 2010 – 2012, where it has been mentioned that “Programmes, activities and objectives defined in this Strategic Plan… are in function of providing continuity in the quality of our work, as well as in function of supporting the Office in the production of more quality services in future”. Also, in the same document, in part 1.3 Values all 15 principles of the European Statistics Code of Practice are cited, which additionally confirms the need of adopting a Quality Strategy and an action plan for its realisation. According to the international standards and recommendations (UN, Eurostat, EFQM), each statistical organsation by accepting the international standards and recommendations should also develop its own system for quality monitoring (values, indicators, etc.) that will fit the specific conditions and needs of the organisation, as well as the users’ requests.
